A publicly traded firm headquartered in the UK, Entain, has received a comprehensive operating permit in Nevada. The company operates in the US under the BetMGM name, a collaborative venture with MGM Resorts.
The Nevada Gaming Control Board (NGC) unanimously approved Entain’s permit on May 1st. The permit was issued on Thursday, May 16th, following a second hearing where Entain’s top management presented.
This included the company chairman, Barry Gibson, acting CEO Stella David, and legal counsel Simon Singh.
Nevada is viewed as one of the most lucrative states for gaming operators in the US. Gaming income in 2023 reached a record high of $15.52 billion, surpassing the previous year’s record by 4.6%.
Entain’s partnership with MGM Resorts under the BetMGM brand previously functioned under a two-year permit, followed by a recent three-year permit that expired this year.
The NGC’s full permit approval follows Entain’s temporary permit being granted due to concerns regarding the company’s operations in unregulated markets. The NGC believes that this situation has been addressed.
Erika Oakberg, a legal representative for Entain, stated, “The organization is not only striving to rectify past issues but is also taking accountability and endeavoring to learn and progress.”
Entain was initially granted a two-year permit in 2019. At that time, Entain was known as GVC and was managed by a different leadership team. BetMGM commenced operations in Nevada in March 2020. Entain subsequently received a three-year permit in 2021. The enterprise is now registered with the NGC as a publicly traded company with no restrictions on its activities.
During a gathering in May 2024, Entain discussed its withdrawal from unregulated markets globally. This involved exiting 140 locations where it had previously conducted business.
Gibson remarked, “This decision incurred significant costs. We experienced a $100 million reduction in earnings following our departure, but the value of ethical conduct cannot be measured solely by financial gains.”
“My team wholeheartedly supported this strategy. If we proclaim our commitment to ethical behavior, we must uphold it. This necessitates relinquishing profitable markets, and we have done so.”
In a presentation to the NGC, Gibson asserted that 95% of the company’s revenue now originates from jurisdictions where gambling is authorized.
Commissioner Brian Crowley expressed his sentiments at the gathering, stating, “This exemplifies the ideal approach to managing a company, adhering to regulations, and upholding ethical principles. It is truly commendable. I recognize that they sacrificed substantial financial gains in pursuit of this.”

A collaborative effort between Entain and MGM Resorts, BetMGM is currently operational in the United States. The partnership commenced in July 2018 and generated nearly $2 billion in earnings last year. BetMGM is presently active in 28 states across the US.
New ventures in 2023 encompassed Ohio, Massachusetts, and Kentucky, all providing online and offline services. The company also introduced online services in Puerto Rico.
The company’s initial financial report for 2024, released in April, indicated continued expansion. Net gaming revenue rose by 2% in the first quarter, fueled by strong customer acquisition growth driven by successful Super Bowl and March Madness promotions. The company also attributed the growth to enhanced app and product features.
Entain believes that improved player experiences will enable BetMGM to invest in future development.
